Council enforces environment offences throughout Carmarthenshire

Carmarthenshire County Council continues to tackle environmental issues including fly-tipping, litter and dog fouling with a total of 29 fixed penalty notices issued during February totalling £4,875. 14 notices under the Environment Protection Act 1990 were also issued.

The following £125 FPNs were issued for litter offences:

• Eleven separate FPNs were issued to Carmarthenshire residents for discarding various items including black bags of refuse, plastic baskets and glass items on the ground at Burry Port recycling facility
• FPN issued to a resident of Heol Mansant in Pontyates for leaving a bag of glass on the ground at Carway recycling facility
• FPN issued to a Neath resident for depositing domestic waste in a trade waste bin in Caple Hendre
• FPN issued to a Swansea resident for depositing a bird cage on the ground at Burry Port recycling facility
• FPN issued to a Carmarthen resident for flicking a cigarette end out of his van at Cross hands industrial estate
• FPN issued to an Ammanford resident for depositing a cigarette end on the ground outside Tesco, Ammanford
• FPN issued to a Llanpumpsaint resident for depositing an electrical item on the ground at Morrisons recycling facility, Carmarthen
• FPN issued to a Ceredigion resident for depositing a cigarette end on the ground at McDonalds car park, Carmarthen
• FPN issued to a Carmarthen resident for depositing two bags of dog faeces down a kerbside drain at Pensarn, Carmarthen

A number of FPNs were also issued for fly-tipping offences:                                                                                           

• FPN issued to resident of Erwau’r Garn in Carway for depositing several black bags containing waste at Carway recycling facility
• FPN issued to a Llanelli resident for dumping a blue bag containing household waste and a carboard box of items at Burry Port recycling facility
• FPN issued to a St Clears resident for depositing two refuse bags of household waste on the ground at St Clears recycling facility
• FPN issued to a Carmarthen resident for depositing three black refuse bags at Water Street, Carmarthen
• FPN issued to a St Clears resident for depositing two bags of clothing on the ground at St Clears recycling facility

FPNs were issued to residents who failed to comply with waste receptable notices:

• FPN issued to a Llanelli when their bags were contaminated and placed out for collection on the wrong day
• FPN issued to a Carmarthen resident when bags were contaminated and placed out for collection on the incorrect day and week
• FPN issued to a Burry Port resident when bags were placed out for collection at the incorrect time and items of waste were not contained adequately within the bags

Two £100 FPNs were also issued for dog fouling offences.

35 Notices were issued to residents within the county for failing to comply with Carmarthenshire County Council’s waste collection scheme under section 46 of the Environmental Protection Act 1990.

14 Notices issued to businesses within the county requiring them to put measures in place to have their waste collected and disposed of by an authorised waste carrier under section 47 of the Environmental Protection Act 1990.

I would encourage anyone disposing of waste via the household collection service or at recycling centres to do so responsibly.”
