Council tackles environmental offences

Carmarthenshire county Council continues to tackle environmental offences including fly-tipping, litter and dog fouling throughout the county, with fixed penalty notices (FPNs) totalling £2,975 issued in March.

Seven £125 litter FPNs were issued for litter offences:

• FPN issued to a St Clears resident for depositing a cardboard box on the ground at St Clears recycling facility

• FPN issued to a Pembrey resident for depositing a black refuse bag of waste at Burry Port recycling facility

• Two FPNs issued to Carmarthenshire residents for depositing a cardboard box on the ground at Morrisons recycling facility, Carmarthen

• FPN issued to a Llandrindod Wells resident for depositing a cigarette end on the ground at Pensarn retail Park, Carmarthen

• FPN issued to resident of Gorseinon for discarding a chocolate bar wrapper out of his vehicle window in Tesco Superstore Carpark, Trostre in Llanelli

• FPN issued to resident of Burry Port for depositing a carrier bag of waste at Burry Port recycling facilities

A £400 FPN was issued to a Llanelli resident for fly-tipping several blue recycling bags and a black refuse bag in the Old Castle Pond area of Park View Terrace, Llanelli.

Two £300 FPNs were issued to residents of Llanelli and Parc Y Garreg, Mynyddygarreg who failed in their duty of care to carry out reasonable license checks when allowing a third party to take away their household waste.

Two £200 FPNs were also issued for dog fouling offences:

• FPN issued to a Bronwydd resident for not clearing her dog’s faeces forthwith at Bronwydd Road, Carmarthen. The dog was running loose in the area at the time

• FPN issued to a Pontyberem resident for failing to pick up their dogs faeces at Sandy Water Park, Llanelli

Failure to comply with a household waste receptable notice resulted in eight £100 FPNs being issued in March under section 46 of the Environmental Protection Act 1990:

• FPN issued to a resident of Walters Road, Llanelli when they exceeded the 3 black bag limit

• FPN issued to a resident of Wern Road, Llanelli when they placed their waste out for collection on the incorrect day

• FPN issued to a resident of Upper Robinson Street, Llanelli when they placed food waste in a blue recycling bag

• FPN issued to a resident of Upper Robinson Street, Llanelli when they placed textiles in a blue recycling bag

• FPN issued to a resident of Elizabeth St, Llanelli when they placed glass and food waste in a blue recycling bag

• FPN issued to a resident of Bancffosfelin when they placed food waste in a blue recycling bag

• FPN issued to a resident of Old Lodge, Llanelli when they placed dirty items and textiles in blue recycling bags

• FPN issued to a Llanelli resident when they placed children’s nappies and hair in blue recycling bags

A £100 FPN was issued to a business at Murray Street, Llanelli for failing to comply with a waste  receptacles notice under section 47 of the Environmental Protection Act 1990 because their trade waste bins were overflowing

58 Notices were also issued to residents within the county for failing to comply with Carmarthenshire County Council’s waste collection scheme under section 46 of the Environmental Protection Act 1990.

Two notices were issued to businesses within the county under section 47 of the Environmental Protection Act 1990 requiring them to put measures in place to have their waste collected and disposed of by an authorised waste carrier.

Ainsley Williams, Director of Place and Infrastructure said:

The number of fixed penalty notices issued during March shows the continued commitment of Carmarthenshire County Council’s Environment Enforcement Team.

I would urge anyone who needs to use a waste collection service to check the list of registered waste carriers on the Natural Resources Wales website.”
