Review of special educational provision in Llanelli published

Carmarthenshire County Council has received the final report of a review of special educational provision in Llanelli and has published the report in full on its website.
David Davies, former Head of Additional Learning Needs and Wellbeing for Vale of Glamorgan Council, was commissioned by Carmarthenshire County Council to lead an independent review of the current Additional Learning Needs (ALN) specialist provision in Llanelli.
The report is based on information gathered from a range of sources over a four-month period from September 2024 to December 2024. These include discussions with wide ranging stakeholders along with visits to specialist provisions across Carmarthenshire.
The report provides an independent view on options for delivering specialist provision in Llanelli and identifies wider pressures in the system, most notably the need to expand provision for Autistic Spectrum Conditions (ASC), when deciding how to progress.
Carmarthenshire County Council and David Davies have today, Thursday, 20 February 2025, met with the governors and staff of Ysgol Heol Goffa to present the report and will now continue to engage with all stakeholders that took part in the review to gather their feedback. The Local Authority have asked for any comments to be submitted by 13 March 2025. A final report will be presented to the County Council’s Cabinet in order to make a formal decision on the recommendations before the summer break, this year.
Carmarthenshire County Council’s Leader, Cllr Darren Price said:
We’re glad to receive David Davies’ report into the ALN provision in Llanelli and thank him for his work into this matter.
We recognise the six possible options identified in his report and it is important, over the next three weeks, that we engage with all stakeholders involved to gather any further feedback.
I must emphasise, that no decision has been made as of yet. As a Cabinet, we await a final report following further feedback, in order for us to decide on the next steps with the needs of the pupils of Ysgol Heol Goffa and all ALN pupils first and foremost in our minds.”
