Cabinet approves plans for new Heol Goffa School

Carmarthenshire County Council’s Cabinet has today (Thursday 31 July 2025) decided to pursue the option to create a new 150 pupil school to replace Heol Goffa school in Llanelli.

The new school will increase provision for pupils with severe learning difficulties (SLD) and profound learning difficulties (PMLD) in the Llanelli area.  Additional work is already underway to meet the demand for Autism Spectrum Disorder (ASD) pupils in Llanelli by alternative means.

The Cabinet’s decision follows an independent review of specialist education in the Llanelli area and consultation with the Heol Goffa school community following the review being published. 

Cabinet Member for Education and Welsh Language, Cllr Glynog Davies said: 

“I’m delighted that Cabinet has today approved plans create a new 150 pupil school to replace Heol Goffa, providing increased education opportunities for pupils with Additional Learning Needs (ALN) in the Llanelli area. 

“The thorough review process and subsequent consultation with pupils, teachers, parents and governors at Heol Goffa has enabled us to plan a sustainable and positive way forward for the school and ALN learners.

“Further work will now be undertaken to refine and finalise the design, confirm cost estimates and engage with the school community.  We will also be progressing the necessary business case approvals with Welsh Government as well as the statutory consultation required under the School Organisation Code.”
