Council on target to meet affordable homes commitment

Carmarthenshire County Council is on target to deliver over 2,000 affordable homes by 2027 with over 1,400 delivered since 2022, in line with its commitment set out in the Housing Regeneration and Development Delivery Plan.
The Council’s target for 2025/26 is to deliver 370 additional homes using a range of affordable housing solutions, with the new build programme playing a significant part to increase delivery at pace. Other solutions used include homes purchased on the open market, empty homes brought back into use, homes managed through the Council’s Simple Lettings Agency, new build developments via Housing Associations and Section 106 planning contributions from private developers.
The new build homes delivered so far feature modern accommodation for local people throughout the county including in Burry Port, St Clears, Llandybie, Llandybydder, Ammanford, Llanelli and Carmarthen. All homes delivered serve to meet local housing need and reduce homelessness, a challenge faced by all Councils in Wales. The Councils approach to increasing the supply of affordable homes is vital to ensure that local people and families are able to find a home to suit their needs. This will support local families to stay in the area, strengthening local communities.
The current new build programme has five developments under construction (general needs and specialist accommodation) in Llanelli, Kidwelly and Llansteffan. Further developments are expected to start early in 2026, with the flagship Carmarthen West mixed tenure development (in partnership with Lovell Partnerships Ltd) starting in summer 2026. These projects will deliver 160 new homes within the next 36 months.
The Council is also actively working towards its net zero carbon targets, with no fossil fuels used in new build Council developments. Instead, new homes are built with a focus on high levels of insulation and electric heating systems to provide affordable warmth all year round. This helps ensure we have high quality, energy efficient homes.
The Council’s investment in homes and communities also includes the ambitious Transforming Tyisha project. This includes the transformation of five key sites within the ward to deliver quality, modern and energy efficient housing and community facilities. The process to find a development partner to help deliver this project is currently in progress.

This is supported by the investment programme in the HRA Business Plan. Nearly £50m of capital funding has been allocated to the affordable housing programme over the next three years.
This is part of the Climate Action Sir Gâr initiative to encourage everyone to help mitigate against climate change and protect and enhance Carmarthenshire’s natural environment.
