Council approves Five Year Capital Programme

Carmarthenshire County Council has approved its Five Year Capital Programme at a meeting on Wednesday 25 February 2026, which sets out £150m of Council spending until 2030/31.
This investment includes £25 million for school buildings and children’s homes, £13 million for disability facilities grants, £15 million for social services including a new residential care home and children’s homes, £30 million for economic development, £56 million for highways and recycling infrastructure, £4 million for digital IT infrastructure, £1 million for Burry Port Harbour and £6 million for a corporate investment fund for future projects. Funding sources include Welsh Government, UK Government, and Carmarthenshire County Council's own resources.
Carmarthenshire County Council’s Cabinet Member for Resources, Cllr Alun Lenny, said:
The Five Year Capital Programme sets out Carmarthenshire County Council’s commitment to investing £150m in the next five years.
The proposed programme is funded by an estimated £107 million from council sources and £38 million from external grants.
Despite the difficult economic situation, the proposed capital programme commits us to significant investment between now and 2031. It optimises the funding opportunities and maximises the funding from potential external sources.
A combination of existing and new schemes in line with our corporate vision will develop the local economy, create jobs, and enhance the quality of life for our residents and visitors to our county, while safeguarding our resources for future generations.”
