Carmarthenshire County Council Issues Fixed Penalty Notices and Enforcement Actions for July 2024

Carmarthenshire County Council continues its commitment to maintaining a clean and safe environment by issuing several Fixed Penalty Notices (FPNs) and enforcement actions throughout July 2024. These actions were taken in response to various violations of environmental legislation across the region, including littering, fly-tipping, and improper waste disposal.
The following £125 FPNs were issued for litter offences:
- Station Road, Llanelli: A Dunvant resident was fined £125 for discarding a cigarette end on Station Road.
- Pendine: A female individual received a £125 FPN for depositing cardboard items on the ground next to a litter bin.
- Salem Road, Felinfoel: A female resident was fined £125 for placing a blue recycling bag of waste on the ground in the immediate vicinity.
- Dunelm Mill Car Park, Myrtle Hill, Carmarthen: A female resident of Bow Street, Ceredigion, was issued a £125 FPN for discarding chewing gum onto the floor in the car park.
A number of £400 FPNs were also issued for fly-tipping offences:
- Colby Road, Burry Port: A male resident of Burry Port was fined £400 for depositing two cardboard boxes and two carrier bags of household waste next to a litter bin.
£100 FPNs were issued to residents who failed to comply with waste receptable notices:
- Elizabeth Street, Llanelli: Two residents were fined £100 each; one for placing dirty/contaminated items in blue recycling bags, leading to dispersal throughout the lane, and another for placing black refuse bags out on the wrong week, containing recyclable items.
- Gathen Terrace, Llanelli: A resident was issued a £100 FPN for placing contaminated items, including hair dye products and food items, in blue recycling bags.
- New Dock Road, Llanelli: A resident received a £100 FPN for contaminating blue recycling bags with food waste.
- Florence Street, Llanelli: Another resident was fined £100 for contaminating blue recycling bags with food waste.
- Prospect Place, Llanelli: A resident was fined £100 for placing a black refuse bag out for collection on the incorrect week.
A number of £300 FPNs were issued for Duty of Care Offense
Carmarthen: A female resident was fined £300 for failing to ensure that the individual she hired to remove her waste was a licensed waste carrier. The waste, consisting of blue bags, was found illegally deposited at the entrance to Nantycaws Household Waste Recycling Centre (HWRC). Residents are reminded of their legal responsibility to verify that anyone removing waste from their property is an Authorized Licensed Waste Carrier. Enforcement Notices Issued
- S.46 Environmental Protection Act 1990: 45 notices were issued.
- S.47 Environmental Protection Act 1990: 4 notices were issued.
The Environmental Enforcement Team remains vigilant in upholding environmental standards and encourages all residents to dispose of waste responsibly. Failure to adhere to waste disposal legislation will result in enforcement actions, including fines.
