Carmarthenshire Trading Standards issues warning about illegally sold fireworks

Carmarthenshire Trading Standards is urging residents to buy fireworks only from registered and reputable retailers, warning that purchasing fireworks from unlicensed or illegitimate sellers could put consumers and their families at serious risk.

As the fireworks season approaches, Trading Standards officers are reminding consumers that fireworks are explosives and should only be purchased from businesses operating legally and in compliance with safety regulations.

Fireworks sold through unofficial channels, including social media marketplaces, private individuals, car boot sales and untraceable online sellers, may not meet required safety standards. They could be improperly stored, incorrectly labelled, damaged, or unsafe to use, increasing the risk of injury, fire and property damage.

Consumers who buy from illegitimate sellers may also have little recourse if products are found to be unsafe or defective.

Trading Standards advises residents to:

  • Buy fireworks only from registered and reputable retailers.
  • Check that fireworks are supplied in proper packaging and include clear safety instructions
  • Be wary of sellers offering fireworks through social media or informal channels.
  • Never buy fireworks that appear damaged or have no safety labelling
  • Remember that it is illegal for anyone under the age of 18 to purchase adult fireworks
  • Follow the Firework Code and all manufacturer safety instructions
  • Attend an organised display if possible

Anyone storing fireworks for sale will generally require a fireworks storage licence from the relevant licensing authority. Businesses wishing to sell fireworks outside the permitted seasonal sales periods must also obtain an all-year sales licence.

The permitted seasonal periods for the sale of fireworks without an all-year sales licence are:

  • 15 October to 10 November
  • 26 December to 31 December
  • The three days immediately preceding Chinese New Year and on Chinese New Year itself
  • The three days immediately preceding Diwali and on Diwali itself

Carmarthenshire County Council’s Cabinet Member with responsibility for enforcement, Cllr Aled Vaughan Owen, said:

“Fireworks can be enjoyed safely when they are purchased from legitimate, reputable retailers and used responsibly. Unfortunately, every year we see examples of unsafe fireworks being sold through unofficial channels, putting people, pets and property at risk.

We urge residents to think carefully before buying fireworks online or through social media marketplaces, where products may not meet safety standards and sellers may not be operating legally. By buying from registered retailers and following the Firework Code, consumers can help ensure that celebrations remain safe and enjoyable for everyone.”

Selling fireworks without the appropriate licences or failing to comply with safety requirements may result in enforcement action.

Residents who have concerns about the sale of fireworks or suspect that fireworks are being sold illegally are encouraged to report the matter through the Citizens Advice Consumer Service on 0808 223 1133.
